Truck drive was tasked to take 24 pallets of completed ballots from NY to Harrisburg, PA. When he got to PA, they told him to wait. He waited for 6 hours without them allowing him to unload the truck or leave. A postal supervisor directed him to take his payload to a Lancaster PA. He did so. While there, his trailer was stolen.

The working theory is they tasked the wrong driver/sent the wrong truck to the wrong place and had to correct it without being discovered. The truck driver spoke up.
