You then backfill the ballots with both added ballots and the destruction of ballots, to prevent your manipulations from being seen on a random sample audit.

3. Poll books only come close to matching tabulated ballots because they backfilled the supplemental voter roll, and it took them until the day before certification to do it. The supplemental book should have been available within a day or two of the election.
