No, i heard this decades ago, that they can't process the criminal police record until payment is processed, which includes you depositing the overpayment that they send back to you. So as long as you don't deposit the overpayment check they send back to you, then it stays in limbo and never goes on your record. If this ever was the case, I'm sure they fixed it by now.

To the other comments ^ this results that the government gets more money. Because they even get the overpayment. This is about it not going on your record.
