This would be incredibly unmanageable.

There's no way for them to know if your card is real or not. Are they going to signature match your doctor? and they wouldn't be able to roll out new cards fast enough to stop the counterfeiting because the old cards have information on them that needs to be kept and that time period would give people enough time to just create a new fake version. And then it would be a HYPAA and ADA violation for anyone to ask to see it anyways. Then how do you make businesses track them? If you want the small business industry to come back, then that's how you do it. Small businesses won't check that crap.

Even if they can somehow force businesses to check for them, there will just be parallel economies set up that run only of Crypto or other currency that operate like speak easies.
