The only thing I can come up with is the intent was not to balance the votes, because that’s done by algorithm itself.
The intent was to figure out the % or how close the algorithm could stay close to 0 with a specific wheel number. (Something we wouldn’t know until reverse engineering to get the wheel number.)
Knowing the % meant the algorithm could take the total votes and give the least amount to Trump, which was the 71 votes.
Goal of the algorithm by design is to assign the least amount to targeted person.
