The theory as I understand it, seems to be that the steroid when applied directly to the lungs where Corona causes the most distress, it works to let your body fight it without self destructing. And that taking it via the nebulizer, doesn't cause the same immune system suppressing side effects that oral or intravenously taken steroids would.
