Martial law has soldiers enforcing the law, commanded by military officers. A lot of rights are suspended I believe, as opposed to now when judges are just choosing to not enforce laws to stop civilian tyrants. Cops would still be used probably but they would be subordinated to the military command. You’d have patrols of troops looking to stop violence, looting, arresting valuable targets etc.
