He is saying they are unwilling, huge difference.
It is well within the courts power to address illegal changes made to electoral law, most of which are constitutionally enshrined at the state level -- all they have to do is follow their states constitution, which they wont.
In a lot of cases it is even worse than simply not hearing the case, since some of these courts are dismissing with prejudice, meaning you cannot raise that issue or any variation of that issue, with that court, again -- Shenanigans!
