edit: I am an idiot. The lawsuit was preceded with a Motion for Leave to File Bill of Complaint.
edit: We are all idiots. The Court has docketed the Motion for Leave (i.e., motion for permission) to file the underlying lawsuit. That Motion has only been docketed. It has not been granted.
