I would suggest reading the lawsuit. It doesn't just allege that the states changed the date for early voting - it alleges they took away all measures to keep the ballots protected and prevent fraud. Shit like getting rid of signature verifications, throwing out republican poll watchers, pulling out ballots from under the table when watchers weren't there etc. There's a lot of meat in the lawsuit. The only thing this article might be right about is Texas accepting ballots from Oct 13th onwards instead of Oct 17th onwards.
The Executive Order which they talk about:
Section 85.001(a) of the Texas Election Code provides that the period for early voting by personal appearance begins 17 days before election day; and
Governor changed it to:
early voting by personal appearance shall begin on Tuesday, October 13, 2020, and shall continue through the fourth day before election day.
So from what I am seeing, it was still 17 days but changed to 4 days before. Other states can sue Texas if they want but good luck because other states have much bigger problems.
Also note - The AG is the one which is doing this. The Governor is cucked. Just like AZ has joined the lawsuit too even though the governor is cucked.
