1.) They have been told to stand down for a very long time in Portland through chain of command up to the top as I mentioned before. The same can be said for places like Philly and DC. We have witnessed this multiple times.

2.) Police aren't immune to corruption and politics themselves. Some of them have sided with antifa, etc.

All of this is extremely well-documented over the last 4 years.
