This is a very slow walk into that direction in my opinion. Which makes way more sense to me. No need for a civilian intel group that operates internationally in the first place. The military handles threats from groups foreign and domestic. So let military intel have full control over the intel community. I think we've seen enough to see that civilians should not be allowed to operate internationally on behalf of the American government. The Military has a better record and are forced to be loyal to their country.
