There was a Project Veritas video released yesterday with someone discussing adding 3 additional seats, but where is the number 26 coming from? I can't find anything on this.

Edit: I suspect that Trump is using is long proven tactic of exaggeration, getting the enemy to attack his exaggeration, while simultaneously acknowledging and pointing out that they are doing this, just on a smaller scale than 26.
