This order by itself, no. It's declaratory relief which is relevant only going forward, and injunctive relief had already been granted before the election barring orders that tell people they're indefinitely confined.
However, the Trump SCOWI case currently pending might use this opinion as a jumping off point to invalidate the ballots. They need to go farther though, as this opinion still says people can determine for themselves if they are indefinitely confined, which is basically what happened with those ballots. They need to determine that individuals can be disqualified upon review or something.
