Pence only has to open certificates. If he determines that a piece of mail does not contain a valid certificate then he doesn’t have to open it. What if I mail him a piece of registered USPS mail with a note that says “Electoral Certificate enclosed” on the front? Does he have to open that too?
He can look at the return address label and determine that it’s from a sender who doesn’t have authority...
