EDIT: It looks like law passed in 2008 required Treasury Sec in 2018 to determine 2 paths forward for quarters: Another round of state quarters with national monuments/parks OR GW's crossing the Deleware River. This means Mnuchin decided in 2018 to take this path. The artwork itself is supposed to be based off the famous Crossing the Deleware painting, but this is obviously a reversed image of that, that not only makes GW look more like Trump IMO, but he's pointing (which he isn't doing in the painting).
