5G is both what you're talking about - mmWave (millimeter wave bands, higher frequency - way faster yet worse reception), but 5G is also ordinary 4G frequencies, just with way better throughput, latency and slightly better speeds.

The marketing has been confusing though, it's understandable why people think 5G=mmWave even though mmWave is just an additional feature of 5G, in addition to "better 4G".
