so i am not a skilled hacker of any type, i'm just a guy that likes linux. but pages 5&6 give a list of IP addresses. if you want to do some independent research, open up a terminal and type in (minus quotes) "whois enteripaddresshere"
there's a few addresses for frankfurt, johannesburg, etc.. there's something to this. dig a little deeper and do some independent research. you dont need fox's spin to tell you what you are seeing with your own eyes.
the document seems to be saying that the bad actors were using a tool called "cURL" to pull some of the voting info from those ip addresses. there's nothing nefarious about curl, its a very commonly used tool to pull data using a command-line. its basically part of the linux operating system, most IT people worth their salt use it daily.
there might be something to this stuff. again, any IT people in here should probably shoot me down or check it out too. :) happy hunting pedes !
