Not OP but it's corruption. They refuse to listen to the facts and when they do they actually listen to it they state it doesn't have a large enough impact which is a lie. Even if some information is difficult to comprehend they rather ignore it than spend a few minutes to a few hours to learn it. This isn't ignorance or negligence. It's flat out corruption.
