It could be that he is not sure of how many of the citizens still believe in the system. Maybe he thought he has to go through the motions of everything, including appealing to the legal system before doing anything else. Maybe he thought it was necessary for the citizens, all of them, not just true patriots, to see - at least the ones who even have the willingness to look - the whole of the corruption, for that corruption to become very, very obvious before he does anything.

Because he doesn't want to divide the country, or wants to cause as little of that as possible. I don't think you have all that many people who are outright enemies of your system, but it is possible you have a lot of ones who have the blinders on. People who believe in your system - the one codified by your Constitution - but unfortunately also still believe what the MSM tells them, and would fight what they assumed was an attempted coup by Trump. Something like that has happened often enough in history, both in small scale and in big scale. The equivalent of somebody fighting to free a murderer because they fully believed him to be innocent, but who would change their stance immediately if they got good enough evidence that they were wrong.

The evidence now seems overwhelming. So maybe now it is time to act. There may still be hell of a lot of people who have not seen it, and maybe right now would not still even fully believe it, but at least it is there, and can be spread around, and maybe most people will believe in time, and if Trump will still win your country has a better chance of fully healing in time.
