For it to be fascism, one individual would need to have complete control over the entire country. Law, economy, etc.

While The Soviet Union under Stalin was definitely fascism. You can have communism without fascism. In that case you always get a corrupt societal elite anyways, which isn't technically fascism.

You'll never see democratic communism though, because of their society being class based and paradoxically, unequal as hell
