Sort of, I feel he's doing this to try to convince them to Do The Right Thing.

Not because he need them to do it (because he doesn't), but because he's trying to save their lives, and he honestly believes that they still have a bit good and honest in them somewhere.

But it never fails, the corrupt ones are usually always too stupid to see reality, they will continue to dig their own graves deeper and deeper.
