I'm not sure if it's easy for Biden to be charged with any crime. Crime bosses usually try to keep their hands clean as possible while others operate around them. Failing that they tend to try to not keep a record of their crimes. You'll find them connected to a lot of stuff but you won't catch them with their hand in the cookie jar. They might be found eating the cookie but they'll just say someone gave it to them and they had no idea it was stolen. Bit like people committing fraud for him voting twice, etc. They're doing it on his behalf but he doesn't have to have anything to do with it.

For lots of reasons such as he has a false sense of security over basically getting away with stuff before after being caught. For people like Biden they tend not to care what goes on as long as they're not going to get in trouble for it. They also tend to operate within the realm of where they can just play dumb which is Biden's speciality.
