It was a fascinating view into how this corruption works- there was the director, who was sweating and lying and obfuscating, there was a smooth, hyper partisan ideologue who, together with that first guy, kept supplying the excuses ("It was a small room, so we stored those cases under the table." "Yeah, I store things under my desk all the time! You should see it haw haw haw.") There was an older man who was just phoning it in ("Yeah, can you send me the video. Let's see, how do I...?",) an older white woman who was in charge of the meeting, and two black women who clearly knew that fuckery had gone on and were asking all the questions.

At the end, one of the black women was peer pressured into voting yes, and when the second black woman said "no," her face dropped and she said, "shit," knowing that they could have maybe stopped certification, and now she's on the hook for what she knew was illegitimate. She then brings up how uncomfortable she is with all of it, and the woman in charge of the meeting not only knocks her down, but pressures her into dropping everything to immediately get to the location to sign the document, before she has more time to think. It was such an intentional mess, and no one thought it the least improper to vote before looking at the evidence.

Scary incompetence is exactly the right term.
