It's clearly came from behind everyone's backs, you could tell by their reaction immediately looking behind them. Not only did she not present any immediate threat, she was shot in the goddamn back.
Further, I think It may have been a negligent discharge if it was the cop closest in SWAT gear. He wasn't looking in her direction when the shot was fired.
EDIT: Watching it again (i'm done with that) the shot wasn't nearly loud enough to be right next to the camera recording. This is even worse if it came from ~35 yards down the hallway. Zero chance even with Police discretion shooting justified.
They at worst have 1/3 things needed. Ability (mob/riot) the murderer will say he didn't know cops were already with them. He still didn't have Opportunity or Intent. Ability: Does the person have the actual physical means to seriously injure or kill me? Opportunity: Too far, he had plenty of time to give commands. Intent: Although trespassing (yea yea, i know our Capitol), the crowd displayed no intent of killing law enforcement.
