If us ordinary folk can guess the strategy, Dem operatives with 10000x more intel, experience, and resources would have seen it coming from a mile away, and created a contingency plan to nullify it.
More simply: It makes no sense, that Pence would sincerely do this, after all that's transpired these 5 years. Makes much more sense to suggest he might make such an apparently counterintuitive action as this, for the benefit of the real (secret) strategy.
