As far as I see it, there's three possibilities.

1. Q is an enemy psyop to make people complacent because "it's all under control", to spread disinfo and to make Trump supporters look insane.

2. Despite Trump being notorious for playing his cards close to his chest, he decided not to and directed Q, who actually IS a super high level Trump admin insider, to post his plans and top secret info on 4chan, a website known for LARPing. This is all to keep Trump supporters in the loop but also in complete view of all of his enemies. And even though Trump wants this info out there, it's being done in a super secret cyptic fashion instead of openly. And the reason he doing it is...I don't even fucking know...

3. Q is a typical 4chan neckbeard user who posted a LARP that's gotten way out of control.

Of those three, #2 is the least likely because it makes no fucking sense.
