They can and do. But, people like us know CNN is fake. Hence why he's pointing us to a "new" source that isn't commonly known as CIA propaganda. FOX was used for this purpose before, but FOX had to be sacrificed as controlled opposition to sell the election fraud. Now they need a new news source for conservatives and they are trying to make it VOA for the time being.

My guess is they know Trump is planning to start a news outlet once he leaves office and they are trying to keep his base from watching or trusting it.
