Honestly, I think it's just to keep people from protesting against Biden. It's not Trump's idea, just something advisers probably tell him is a prudent measure. Otherwise Democrats are going to accuse Trump of sabotaging Biden by not making sure security measures are in place.

Which is in complete contrast to Obama, who brought in rioters and allowed them to run rampant, burning down cars and buildings and beating people, robbing, destroying everything in sight.
