It's a compounding issue. Because the vast majority of people have no balls to uphold their oath, it makes it exponentially harder for those who would like to, to do so. Look at Snowden, Drake, or any other NSA/related whistleblower. Rather than it being treated as the right thing to do by the powers that be, you're treated as a criminal and you're forced to become a martyr. While I wish we had a culture of upholding the oath as a social norm, I can see why most don't in the present climate. The truth is, a lot of young people who join the Natty G or active components of the armed forces do so with that succulent GI Bill in mind, not the oath you swear to uphold.
