Fauci and Birx are the only ones that actually issue the recomendations. Trump's comments are almost always "The experts say...", and the few times he leaves it out, he's already said it three times(ish) in the same conversation. He's only really offered "Wash your darn hands, stand a little farther apart, and I hear good things about Hydroxychloroquine".
Trump repeated says things like "I don't want to order...", "I could...but I won't", and you have Barr, who said (before the first Sunday!) "I've seen things that make me troubled from a Individual Rights perspective, I've formed a group to track that".
Trump's moving on to the whole "Rebuilding the economy" wing. Now that the "War Powers" were used to start a US Medical Products Industry, and start working the problem of the US Food Supply China is owned by China problem, and the US Powergrid is succeptible to China, problem. (Things he could do because all 50 governors signed emergency & disaster area declarations - and Trump counter-signed.)
But, at some point, when the press tries to start screaming "Why did you even shut down?" (And we're not there yet, are we?) Well, I have sacrificial lambs ... and I can pile on with "And NIH and CDC both need total reforming for giving me these incompetents. Did you know that the initial CDC tests were 90% defective? It was outrageous."
