And where this level of corruption is seen... you can bet there is 1000 times worse going on BEHIND THE SCENES as well.... All siloed'... so that no 'one' person sees all of it... but each allows for small amounts of criminality - but the big picture is likely just massive... this is why they DO NOT WANT THE BORDER SECURED... to help move drugs and for human trafficking...
