I would argue that spreading incorrect information about how to vote could in narrow pockets cause real damage but I think in a case like this if people are stupid enough to go along with it I'd consider them ineligible to vote.
I think if you cross the line into imitating the official election body on issuing means of voting then that might be a problem. I could pay a web designed not much to design a website that looks like you can vote online then do a day or so of coding then peddle it around.
I could also copy their site and change the information or pose as an official representative to give the wrong information. I could even SEO and have my information go to the top the same as you see for example W3Schools returning higher results than the official programming manuals.
The biggest problem with this is that the FBI doesn't go after voter intimidation when it's the left doing it. Firing people or threatening to for not voting who they wanted them to vote for openly in public doesn't attract any charges.
If you remember 2016 these text to vote scams were going both ways and I have no idea who really started it. Sometimes these scams can be run to make money. You can have reverse charge text numbers. I assume operators have cracked down on that but who knows.
