Number 1 reason is it is not approved by the FDA -- it is only an Emergency Use Authorization. This makes it drastically different from say, the Flu vaccine. An employer cannot MANDATE any employee get a vaccine that is not FDA approved. (This excuse may not be available come summer when FDA is expected to do a regular approval on the vaccine).

2nd reason -- it is NOT widely available yet. Only health care workers, emergency responders, front line workers (as defined by CDC), residents in long term care facilities and people over 70 can even get it in most places. People who are NOT in those categories CANNOT and SHOULD NOT be getting the vaccine. (See: CDC but again, this excuse may not be available by summer)

3rd reason -- she can tell them she has various allergies to other medications (penicillin, etc.). Any allergic reaction to any other medicines makes her contra-indicated to receive the vaccine. Her employer CANNOT make her "prove" she is allergic to other medicines (that is HIPAA protected info -- see ADA and EEOC).
