The (bad) actors were certainly trying to incite an actual riot by yelling, “They shot a woman!” and “The cops murdered her!” They also tore up a Thin Blue Line flag at the top of the steps and slowly scattered the shreds other the side so the cops could see. The pieces of fabric fluttered down around me. Surreal and staged.
