Cuomo could have designated some nursing homes for the infected, and designated other nursing homes for uninfected. Oh, that's too complicated.

Trump gave Cuomo a giant hospital ship where he could have put the infected. Nearly empty.

Trump had the feds build a gigantic field hospital in the Javits Center. Nearly empty.

From late March til May 11th, Cuomo put infected elderly people back into nursing homes. An anti-quarantine.

From late March til May 11th, Cuomo put infected elderly people back into nursing homes. An anti-quarantine. A month and a half, every day a choice. Day after day, people dying. Week after week, people dying. Only got away with it for as long as he did, because the media covered for him. All while he and the media screamed for "moar ventilators" and falsely blaming Trump for "not planning" or "not taking it seriously" or "focusing on the Flynn case while people are dying". When one reporter finally asked about it on April 23rd, he snapped at the reporter, "They don’t have the right to object. That is the rule, and that is the regulation, and they have to comply with it." So, I can only conclude that it was intentional.

You "don't have the right to object." Read that again.

Florida and New York are not outliers. Lots of states like Florida. And lots of states like New York. States that have high death rates tend to have governors that demanded the infected elderly be put back into nursing homes. An anti-quarantine. That spread the virus to the most vulnerable. That resulted in a lot of people dying. One could claim it was a simple fuckup typical of government back in late March or even early April, but not on April 23rd.

New York, New Jersey, Massachusetts, California and many more... Putting infected people back into nursing homes killed a lot of people.

California: 40% of COVID19 deaths are from eldercare homes.

Pennsylvania: 65%

Massachusetts: 60%
