The church is made up of humans and humans are inherently flawed. That's sort of the plan. He uses his agency poorly either because he's flawed or corrupted and flawed; not sure which yet. Personally, I think he meant well but lines were drawn and he convinced himself he is in the right. He is deluded and lost in the mist of darkness.
