Virginia and North Carolina seceded because of it and the war started. A large portion of confederate soldiers were from those two states and a lot of the fighting took place in Virginia, a once pro-union state.
Also, Lincoln made the offer to the confederate states that they could keep their slaves if they stayed part of the union. Not one southern state took the offer and seceded anyway. It was over tariffs.
