Currently it takes years to get citizenship, which it still would unless the federal government took over USCIS and made it tax payer funded. It currently is up to the individual who is applying for the visas and citizenship to pay. He just says pathway and my guess based on all the other rotten things he's done it's going to be indentured servitude as they exploit illegals one more time.

Also likely it won't actually change much, because individuals have to take the risk and initiative. From the relatively small number that applied as Dreamers it's probably likely that many will not change their legal status. Why would you when a state like California rewards your illegal status?
