It is possible to be born outside of the country and still be a citizen from birth. “Birthright citizenship” is where one or both of the parents are US citizens, regardless of where the delivery takes place. A baby born to an American woman traveling abroad does not have to be naturalized in order to become a citizen like its mother, for example. That’s part of why the birther stuff was so dumb- Obama’s mother is an American citizen. She could have had the child on Mars and Barack would’ve still had full citizenship rights. It is not possible to be a naturalized citizen and become president.
