- In the weeks prior to Operation Just Cause, military bases all over the globe were on high alert due to the unrest in Panama where Noriega and Bush/CIA were having a falling out. ThreatCon Bravo. That might not sound as sexy as FPCON Delta, but it was an unusually high security level for bases that were no where near the threat region. But while we locked down the base and ran defensive battle drills, the soldiers in Panama continued life as normal. Even after Noriega officially declared war on the US and specifically threatened to assassinate American soldiers, our troops in Panama were still going out into the local communities in uniform and without restrictions. It was like we were on a holding pattern waiting until something happened. Of course, eventually it did. U.S. Marine lieutenant, Robert Paz, was shot and killed by PDF while he and a group of fellow officers were in town for a Saturday night social outing. The following day we went to war. Our government literally sacrificed that Marine so they could have justification, a "trigger event", to go in and clean up the CIA's mess in Panama.
