I think it's a great idea. Like Andrew Gorba said 'We'll start our own banks' (and law firms, etc.), However what we need to weild power right now has a very simple solution really. With a bit of elbow grease on each individual's part, they can learn what they need to do on their own, and call the hotline if or when the situation becomes more serious. As a matter of fact, people ARE learning beyond the basics so that they are equipped to answer the number at the CGL. People are also organizing so they can learn the strategy together and employ a group effort against these tyrants, such as going into stores together or meeting with their county sheriff's. It's a simple concept and if we understand that 'any law that opposes the Constitution is no law at all and is to be ignored' (Marbury vs Madison 1803) and the few steps it takes to make that truth known at a store front or in a courtroom, we can resuscitate our country.
