There was something called the “Merida Initiative” which was a relationship between the US and Mexico to reform their courts, dealings with cartels, banking, etc., and it was infiltrated by the Cartels. One guy was caught taking bribes - a Mexican official. People have compared it to the Columbia agreements with the US and running cocaine to fund black ops under CIA Bush senior. Bush Jr started the Merida Initiative, Obama militarized it fully, but it’s had mixed results. It opened the doors to a lot of dark art type operations in Mexico and the US. Who knows what really happened. Here is another angle that I believe is likely to be the true source of this info. The H2 Cartel might actually be a US/Cartel/Mexico black op type funding instrument originated out of the Chapo org. Hard telling, but it’s interesting that Trumps admin got this guy right before the election, then DOJ drops him to Mexican Gov and they drop all charges. It really stinks.
