Exact opposite, I think. I've lived the whole period of Republican Congresses. I graduated HS just about when the Reps took back Congress after decades.

Ever since Gingrich was ousted - and for all his flaws he pushed and took the fight to the Left on Cultural issues - it's been "Let's worry about the dry stuff". Well, when Gingrich was in, the Federal Balanced Budget Amendment was a thing and the Budget almost balanced for several years.

The Budget was Balanced because the Lefties were too busy trying to protect against Welfare Reform, Crime Leniency, and the FUNDAMENTAL CULTURAL BASIS underlying Leftism. The Lefties were on the backfoot trying to justify how 30+ years of subsidizing Bastard Factories was a viable policy, or blubber desperately about why it wasn't a good idea to have victims testify at the sentencing of violent criminals. COPS, Silence of the Lambs, even the XFiles had a vibe that subtly pushed parts of conservative worldviews.

We lost because when Gingrich was ousted PRECISELY because RINOs were unhappy with his focus on Clinton's ethics and cultural issues, the focus became "Deregulate the Banks and start Endless Wars. Debt? Go Shopping! Don't worry about the rising tide of LGBTQ+ and Anti-White attitudes, it's just a phase, who cares about cultural issues, we will win on bread and butter tax cuts!". We not only lost the Balanced Budget which was in our grasp, but also from Trannies being likely Mentally Ill Abusers/Serial Killers to you're a bigot if you won't sleep with one.

We have to Concentrate on Cultural Issues in order to win on the Policy Issues.

As another poster said, Politics is Downstream from Culture. We can and will lose on policy if we don't take back (because we've lost it, there's no more defense, no more land or time to trade for delay, we have to go on offense) the Cultural Source.
