Theyre operating like they're performing a service for you by paying them for your own ideas. I wouldnt do that for free, let alone pay them for it. Like if I told a comedian to do a bit about transgender drag queens cant read Dr Seuss to little kids, and the comedian charged ME for the idea I gave him to develop for his routine. But they're charging people like they're writing your autobiography or something, and you both get the profits from the book sales. I'll make memes all day for fun that the whole internet can share and no one has any expectations of compensation, but that's different than paying a site to feature something you thought of, even if they "come up with the rest" or whatever.
