Maybe we just differs in how we describe, the "Middle class" of culture refined-ness seemed to be YOU and your family in the bygone era, and from your description, it'll be better said that the Cultural middle class at your place is pretty much "dead" '2020 rather than it never existed at all.

Same for my place; the amount of working class people who plays an "everyday man organ" like guitar, Erhu or Harmonica (crap $30 China Harmonica, doesn't matter) seems to be shrinking compared to 20 years ago, at the same time rich parents spend $300/mth? $500/mth? to let their precious snowflakes learn Classical music / Jazz at special centres and good teachers.

**I think there was a "Class", as I've read that in western small towns publishing newsletters and small interest clubs used to be robust. It was like a town with 1500 has bands, Light Music group, Jazz group and Dance clubs separately, detailed by bygone newsletters.
