Why is everyone's heads covered? Do they have some tied at the ankles? Why are they All laying down. (Surely some would be sitting up.) Are these corpses? Or sedated prisoners?

Edit: heads covered because it does very well conserving heat...

(Or is a good excuse for keeping corpses covered.)
