It is illegal to gill net the mouth of a river, yet Natives can do it without a problem. When the fish population declines, they blame the white man and get millions to invest in 'river protection'. Ever see what 30k pounds of rotting Geoduck looks like? If you hung around many of the tribes in WA you could have seen that first hand. The petitioned to have sports harvesting reduced to a couple weekends for an entire year, making them the only ones allowed to dig, year fucking round... When China refused to pay them the price per pound they wanted, all those Geoducks got dumped in the local landfill.
