Might work. Issue is people who own the land leading to the river do not want problems with the cartels. I used to live on a property that went to the Rio Grande River and back in the Obama days I had a gun pointed to my head one night by a cartel member when I went outside telling me to move my vehicle so they can pass whatever the fuck from the river. Glad I don’t live there anymore but I can imagine what people who have their property on the river are experiencing. Little different way up north, usually just illegals coyotes abandon them and tell them to walk north to get past the check point.
