They would be dumb to invade Taiwan before they have control of absolutely everything. There's no good reason to rush to the finish if you can win with a couple years of patience.

The worst thing China could do is turn the world against themselves before that point. (But most people don't seem to care about all of the stuff they are doing anyway, so who knows.)

They didn't wait for hong kong, but taiwan isn't quite the same, as it is actually completely independent and sovereign. They'll probably try to do everything they can to increase pressure on Taiwan, though.
